LocalSystem code execution via unquoted service path

Unquoted service path handling in Outline Client 1.3.3 and earlier allows local users to execute code with LocalSystem privileges. The Windows OutlineService registration stores C:\Program Files (x86)\Outline\OutlineService.exe without surrounding quotation marks, so service startup can resolve and run an attacker-planted executable from an earlier path segment. Exploitation requires local access and permission to place a candidate executable in a searched parent path; execution occurs when the automatic service starts or the host reboots.
