Unauthenticated code execution via writable executable path

Remote program execution in SELEA CarPlateServer 4.0.1.6 allows remote attackers to run arbitrary Windows binaries without authentication. The unauthenticated /config_request?ACTION=WRITE handler accepts attacker-controlled NO_LIST_EXE_PATH and later launches the selected executable when its trigger criteria are met. Reaching the /cps/ endpoint from a camera address bypasses authentication, enabling configuration changes, account password replacement, and code execution on the Windows host.
