Local service crash via unbounded StorageQuota parsing

Stack-based buffer overflow in OFFIS DCMTK dcmqrscp 3.6.0 through 3.6.5 allows local users to crash the service via StorageQuota. The parseQuota function passes the configuration value to sscanf with an unbounded %s conversion into a 512-byte stack buffer. Exploitation requires the ability to supply or modify the local dcmqrscp configuration, and only interruption of the image-archive service is established.
