Stored XSS via case-sensitive SVG attribute checks

Stored XSS in Elementor Website Builder 2.9.7 and earlier allows remote authenticated users to inject scripts via SVG uploads. The sanitizer parses case-sensitive XML but checks lowercase href attributes, so mixed-case attributes and encoded data URLs retain executable content. A user with the upload_files capability can store JavaScript that runs in the browser of anyone opening the affected page.
