Memory corruption via unsound LockWeak Send implementation

Data race in the parc crate 1.0.1 and earlier allows attackers to trigger undefined behavior by sharing a non-Sync value across threads. LockWeak unconditionally implements Send without requiring T: Sync, so safe code can move its weak reference between threads and concurrently access the underlying T. Exploitation requires a consuming program to wrap a non-Sync value in ParentArc and exercise concurrent ChildArc access; demonstrated outcomes include a memory leak or process crash.
