Data race via incorrect Sync bound

A data race in late-static before 0.4.0 for Rust allows local users to trigger unsynchronized access via LateStatic's incorrect Sync implementation. The crate marks LateStatic as Sync when T is only Send, permitting concurrent access to non-Sync types such as Cell. Exploitation requires low-privilege local code using the crate and can cause memory corruption or other undefined behavior.
