SYSTEM code execution via Perl library hijacking

Local privilege escalation in Veritas NetBackup and OpsCenter 8.3.0.1 and earlier allows local users to execute code as SYSTEM. Strawberry Perl-based processes search nonexistent C:\strawberry or C:\Temp\strawberry paths and load attacker-planted libraries from user-creatable directories. A low-privileged Windows account must create an affected path and library; installs and upgrades expose every role, while normal operation exposes master, media, and OpsCenter servers.
