Administrative account creation via tokenless GET requests

Cross-site request forgery in Quest Policy Authority 8.1.2.200 allows remote attackers to create or modify users through Web Compliance Manager. The submitUser.jsp endpoint accepts state-changing user-management actions through GET requests without validating a CSRF token. Exploitation requires an authenticated administrator to visit a crafted link, enabling account creation or password changes with that administrator’s authority.
