Authenticated process crash via unchecked tel URI scheme

Denial of service in Sangoma Asterisk allows remote authenticated users to crash the service through crafted SIP diversion headers. The res_pjsip_diversion.c reason parser treats a tel URI as a SIP or SIPS URI and accesses its parameter list without first checking the URI scheme. An authenticated SIP session is sufficient; anonymous calling also exposes the crash path, which interrupts the Asterisk process.
