Application crash via unchecked X3F row offset

Out-of-bounds read in LibRaw 0.20-RC2 through 0.21-Beta1 allows local users to crash an image-processing application via a crafted X3F image. simple_decode_row() uses row times row_stride to form an X3F data pointer without first ensuring that the requested row remains inside ID->data. A user must cause an application embedding the library to decode the crafted file; the demonstrated consequence is an access-violation crash.
