Local privilege escalation via sharelib replacement race

Race condition in OozieSharelibCLI in Apache Oozie before 5.2.1 allows local users to replace sharelib files during creation. The sharelib creation path stages files in a temporary location without preventing another local process from substituting them before the HDFS copy completes. A low-privileged local account must win the timing race while a more privileged operator creates the sharelib, allowing substituted files to inherit the trust placed in the resulting library.
