Unauthorized cluster membership via unauthenticated node admission

Improper access control in Atomix 3.1.5 allows remote attackers to add an unauthorized node to a target cluster using its configuration. A joining node receives cluster configuration in a BootstrapRequest and configures itself as a member, while the cluster admits it without verifying membership authorization. Network reachability is sufficient, and admission gives the rogue node a role in state replication and elections.
