Incorrect authorization in Cisco IOx for IOS XE Software 16.3.1 and later allows remote attackers to execute arbitrary IOx API commands. The IOx authorization controls incorrectly issue a token in response to a crafted API request, and that token authorizes every IOx API command. Exposure requires the non-default IOx infrastructure to be enabled; successful exploitation grants command access without prior authentication.
