Unauthenticated management ACL bypass via conflicting port rules

Improper access control in Cisco Firepower Threat Defense 6.3.0, 6.4.0, and 6.5.0 allows remote attackers to bypass management ACLs. When different management ACLs permit and deny different ports, FTD applies the combined policy incorrectly to crafted traffic sent to a local device IP. No authentication is required; successful traffic reaches a management-interface port that the applicable policy was intended to deny.
