Privileged data access via static HA credentials

Hard-coded credentials in Cisco Smart Software Manager On-Prem before 7-202001 allow remote attackers to access a privileged HA account. The HA service exposes a system account whose static default password cannot be changed by an administrator. HA must be enabled, and successful access permits reading and writing system data and device configuration without granting full administrative control.
