Private issue summary disclosure via mis-scoped threshold

Incorrect authorization in MantisBT before 2.24.4 allows remote authenticated users to read private issue summaries through Group Actions. bug_actiongroup_page.php reused one view_bug_threshold value across attacker-selected bug_arr[] issue IDs instead of resolving the threshold for each issue's project before checking access. Any account permitted to use Group Actions can expose summary text for issues marked private or held in private projects; no other issue content is reported exposed.
