Private issue disclosure via unchecked group copy

Missing authorization in MantisBT before 2.24.4 allows remote authenticated users to disclose private issue data through group copying. bug_actiongroup.php accepted bug_arr[] issue identifiers for the COPY action and cloned each issue without enforcing the configured view threshold; the fix adds that authorization check before action dispatch. Issue-creation rights are sufficient, and a successful request copies otherwise unreadable notes and attachments into an attacker-accessible clone.
