Authenticated project-name disclosure via unchecked navbar lookup

Information disclosure in MantisBT before 2.24.4 allows remote authenticated users to read private project names via a project ID. The project-selection navbar reads the current project's name in core/layout_api.php without first verifying the user's project access level, even when the requested management page denies access. A valid low-privileged account and a private project's identifier are required; only the otherwise inaccessible project name is exposed.
