Arbitrary file disclosure via encoded backup path

Path traversal in Grav CMS through 1.7.0-rc.17 allows attackers to read arbitrary local files through crafted Backup download requests. Backups::getBackupDownloadUrl() base64-encodes the full attacker-controlled backup path instead of restricting it to a basename, allowing directory traversal when the download task resolves it. An authenticated session can invoke the task directly, while missing CSRF protection lets unauthenticated attackers trigger it through a logged-in user's browser.
