Administrator account creation via missing CSRF validation

Cross-site request forgery in SmartStoreNET before 4.1.0 allows remote attackers to create an administrator account through a victim browser. Most state-changing endpoints, including /admin/customer/create, accept forged POST requests without anti-CSRF validation. A logged-in administrator must visit an attacker-controlled page; SameSite cookies partially limit exposure, but the setting is configurable and can be None.
