Application administrator impersonation via mutable NameID metadata

Privilege escalation in Red Hat build of Keycloak before 12.0.0 allows remote authenticated users to impersonate an application administrator. The Account REST API accepts updates to protected user metadata, including NameID, without blocking assignment of an administrator's SAML identifier. A valid account and an application that trusts the mutable NameID are required; successful abuse grants that application's administrator identity.
