Account creation via cross-origin administrative requests

Cross-site request forgery in Maxum Rumpus 8.2.13 and 8.2.14 allows remote attackers to create accounts via a malicious page. The RAPR TriggerServerFunction.html and DefineUsersSet.html endpoints accept cross-origin account-creation and settings requests without CSRF tokens or origin checks. Web user account management must be enabled, and an authenticated administrator must visit the page; the forged requests create an attacker-chosen account.
