Data read and modification via incorrect URL normalization

URL normalization flaw in Oracle Java SE 7u241, 8u231, 11.0.5, and 13.0.1 allows remote attackers to read and modify accessible data. The java.net.URL isBuiltinStreamHandler check incorrectly classifies handlers as built in and consequently normalizes crafted URLs incorrectly. Reachability requires a deployment that runs untrusted sandboxed code or passes attacker-controlled network data to Networking APIs; successful attacks affect only Java-accessible data.
