Local password disclosure via manager logs

Cleartext storage of sensitive information in Ceph before 16.y.z allows local users to read manager-module passwords via manager logs. The manager modules write Grafana and dashboard credentials without protecting them before recording log output. Access requires local access to manager logs, and the demonstrated consequence is disclosure of those credentials without integrity or availability impact.
