Uncontrolled DLL loading in Rockwell Automation ISaGRAF Runtime 4.x and 5.x allows local users to execute arbitrary code on Windows. The runtime searches an affected software directory and loads a matching DLL without constraining the search path, so a planted library is executed. Exploitation requires write access to the VirtualStore folder; the flaw is confined to Windows deployments and runs code with the runtime's privileges.
