Process crash via out-of-bounds ULEB128 read

Out-of-bounds read in dwarf::cursor::uleb in Libelfin 0.3 allows local users to crash a consuming process via a crafted ELF file. The ULEB128 decoder reads outside mapped ELF data while dwarf::die::read resolves a malformed reference. Processing attacker-controlled ELF or DWARF data is required, and the resulting SIGSEGV terminates the affected process.
