Process crash via invalid DWARF form read

Denial of service in Libelfin 0.3 allows local users to crash a consuming process by supplying a crafted ELF file. While reading the crafted DWARF form, ULEB128 decoding in dwarf::cursor::skip_form performs a one-byte read outside mapped memory and receives SIGSEGV. The file must be opened by an application that uses Libelfin to parse DWARF data; the demonstrated consequence is termination of that process.
