Docker host takeover via server-unchecked bind mounts

Incorrect authorization in Portainer 1.24.1 and earlier allows remote attackers to take over the Docker host through bind mounts. The container-creation API accepts crafted bind-mount requests because the non-admin restriction is enforced only in the client interface, not by the server. Access to container creation permits a container with a host bind mount, enabling container escape and code execution with control of the Docker host.
