Host code execution via unrestricted container capabilities

Incorrect permissions in Portainer 1.24.1 and earlier allow remote authenticated users to execute code on the Docker host. The container deployment controls accept user-supplied Linux capabilities from non-admin users through the UI, stacks, or API without blocking host-sensitive capabilities such as SYS_MODULE. A non-admin account able to deploy a container can load kernel modules from that container and take over the host.
