Compiler crash via recursive constraint resolution

Stack exhaustion in asn1c 0.9.28 and earlier allows local users to crash the compiler by processing a crafted ASN.1 module. During semantic fixing, cyclic constraint references repeatedly recurse through asn1constraint_resolve until genhash_get calls strcmp on an exhausted stack. Execution requires a user to run the command-line compiler on the crafted module; the demonstrated consequence is a segmentation fault, not code execution.
