Traffic-control rule creation via missing CSRF protection

CSRF in OPTILINK OP-XT71000N V2.2 firmware OP_V3.3.1-191028 allows remote attackers to add a network traffic-control rule. The /net_qos_cls_edit.asp endpoint accepts a rule-creation request without sufficient CSRF protections. A management user with an active session must be induced to submit the crafted request, which changes the device's traffic-control configuration.
