Authenticated code execution via NTFS upload handling

Unrestricted file upload in SEMCMS 3.9 allows remote authenticated users to execute arbitrary PHP code through SEMCMS_Upfile.php. The upload handler accepts a crafted wname value using NTFS colon syntax, then a second malformed filename rewrites the resulting PHP-named file with attacker-controlled content. Exploitation requires access to the web administrator console and a Windows server using NTFS; requesting the uploaded webshell executes code with the web server's privileges.
