Service interruption via WTV header memory leak

Memory leak in FFmpeg 4.2's WTV demuxer allows attackers to exhaust process memory and interrupt media processing with a crafted WTV file. During failed WTV header parsing, read_header returns after parse_chunks errors without calling wtvfile_close on the file context opened by wtvfile_open_sector. Processing an attacker-supplied WTV file is required; each failed parse leaves memory allocated, enabling a service interrupt through resource exhaustion.
