Stored XSS via missing file-response CSP

Stored XSS in Jenkins 2.227 and earlier and LTS 2.204.5 and earlier allows remote authenticated users to execute script via file parameters. Uploaded file parameters are served without the Content-Security-Policy header that constrains active content in stored files. Build permission on a job with file parameters is required, and a victim must view the uploaded file for script execution in that user's browser context.
