Decoder crash via fallback filter stack underflow

Stack buffer overflow in libde265 1.0.4 allows remote attackers to crash a decoder by supplying a crafted H.265 file. During fractional-pixel motion compensation, put_qpel_fallback reads a 16-bit sample immediately before the stack-allocated padbuf boundary. A user or file-processing service must decode the file; published evidence demonstrates an out-of-bounds read and process abort, not code execution.
