CSRF bypass via inconsistent URL path parsing

Cross-site request forgery in Jenkins 2.227 and earlier allows remote attackers to bypass protection for any URL via crafted paths. Jenkins compares one URL-path representation when deciding whether a crumb is required while Stapler dispatches a different representation, creating a bypass. Exploitation requires a victim browser to send the crafted request, and the resulting impact depends on the targeted Jenkins endpoint and the victim's session privileges.
