Administrator account creation via forged member request

Cross-site request forgery in iCMS 7.0.15 allows remote attackers to create an administrator account through the member-add workflow. The admincp.php members save action accepts attacker-chosen privilege, username, and password fields from a cross-origin form. The published proof of concept requires an authenticated administrator to submit the form, but public material does not explain how its included CSRF token is obtained or accepted.
