Incorrect authorization in Jenkins 2.218 and earlier and LTS 2.204.1 and earlier allows remote authenticated users to view JVM memory data. MemoryUsageMonitor.doGraph generates and returns the chart without checking Jenkins.ADMINISTER permission. Overall/Read access and network reachability are required; the exposed data is limited to controller JVM memory-use history.
