Sensitive file disclosure via localPath

Arbitrary file download in jeecg v3.8 allows remote attackers to read sensitive files by modifying the localPath variable. The vulnerable download handling uses attacker-controlled localPath to select a file instead of restricting access to an approved location. The network-reachable flaw requires no authentication and exposes file contents, with no integrity or availability impact reported.
