Cross-site request forgery in Jenkins Health Advisor by CloudBees Plugin 3.0 and earlier allows remote attackers to send a fixed-content email. The AdvisorGlobalConfiguration and Recipient doTestSendEmail handlers accept GET requests and pass an attacker-chosen address to EmailValidator.testSendEmail without an administrator check. A victim must load the crafted request in a Jenkins-authenticated browser; the bounded result is one fixed-content email to the chosen recipient.
