Arbitrary account creation via forged administrator request

Cross-site request forgery in OPMS 1.3 and earlier allows remote attackers to create a user account through the /user/add endpoint. The endpoint processes a cross-origin POST containing attacker-chosen account fields under an administrator's authenticated session without verifying intentional submission. An authenticated administrator must visit the malicious link; the resulting account creation changes application access but does not establish host compromise.
