Cross-site request forgery in RockOA 1.9.8 allows remote authenticated users to add an administrator account through a crafted request. Public disclosures do not identify the account-creation endpoint or specify which origin or anti-CSRF validation is absent. The attack requires an authenticated browser session and user interaction with attacker-controlled content; a successful request creates a new administrator identity.
