Administrator cookie theft via bulletin blacklist bypass

Stored XSS in WUZHI CMS 4.1.0 system bulletins allows remote authenticated users to steal an administrator's cookie. The bulletin editor's PHP blacklist fails to remove a crafted textarea escape and details ontoggle handler, so saved input executes in the administrator's browser. A low-privileged user must save the payload and induce an administrator to open the bulletin change page, exposing the administrator session cookie.
