Administrator account creation via unverified cross-site request

Cross-site request forgery in ZZZCMS 1.7.1 allows remote attackers to add an administrator account through an administrator's browser. The save_user function in adminxxx/save.php accepts a user-creation POST, checks only field format and uniqueness, then inserts the account without verifying that the administrator intended the request. Exploitation requires a logged-in administrator to submit an attacker-controlled page, and the resulting account can sign in with administrator privileges.
