Stored XSS via unescaped site-name heading

Stored XSS in Craft CMS 3.1.31 allows remote authenticated users to inject script through the new-site control-panel form. The sections edit template renders a translated site.name value as a table-row heading without HTML escaping; the patch adds Twig's escape filter. An account able to create sites must submit the crafted name, and another user must load the affected control-panel view for the script to run in that user's browser.
