Authenticated browser script execution via nonrecursive filtering

Stored XSS in Rukovoditel 2.4.1 allows remote authenticated users to execute arbitrary JavaScript in a visitor's browser. The Name of application field on General Configuration strips script tags only once, so nested tags survive filtering and are stored. An authenticated POST to install/index.php plants the payload, and execution occurs when another user, including an unauthenticated visitor, opens the affected page.
