Administrator takeover via brute-forced recovery code

Password-reset weakness in SEMCMS 3.8 allows remote attackers to take over the Administrator account through the recovery endpoint. /include/web_check.php generates the numeric urzm recovery code from only 10 through 10000, stores it, and validates submitted email and code values with a database query. No authentication is required; knowledge of the Administrator email and exhaustive guessing of the small code space are sufficient to set a new password.
