Unauthorized attachment disclosure via incomplete ACL checks

Improper access control in MISP 2.4.128 and earlier allows remote authenticated users to download restricted event attachments. The download and downloadAttachment actions read an attribute by supplied ID and applied only partial organization and distribution checks instead of the complete user-scoped attribute ACL. A valid session or export-enabled authentication key is required, and exploitation exposes attachment or malware-sample contents the account cannot otherwise access.
