Unauthenticated account creation via open CPE registration

Missing authentication in Zyxel CloudCNM SecuManager 3.1.0 and 3.1.1 allows remote attackers to create CPE accounts via /registerCpe. The root-running xmppCnrSender.py gateway exposes /registerCpe on WAN TCP port 8083 and accepts JID and password values without an authentication check. Because registration is open by default, any network-reachable attacker can create accounts and alter the appliance's CPE-management state without prior access.
