Local database access via hardcoded maintenance password

Hardcoded credentials in Zyxel CloudCNM SecuManager 3.1.0 and 3.1.1 allow local users to access its MySQL database. The appliance stores a fixed password for the debian-sys-maint account in /opt/mysql/etc/mysql/debian.cnf instead of generating a per-installation secret. MySQL listens only on loopback, so exploitation requires local code execution or a local session and grants database access under the maintenance account.
